Legends are made about the terrible roads of Novosibirsk. It’s no secret that the quality of highway repairs in the capital of Siberia leaves much to be desired. But the city administration has gone further, in addition to the fact that it is not able to provide residents with high-quality roads, it also appropriates the merits of others for itself. In the village of Leninskoye near Novosibirsk, a serious scandal broke out over the restoration of a damaged road. Who is this hero who restored the canvas?

Residents of the village of Leninskoye near Novosibirsk have been complaining for a long time about the quality of the road from their village to the main highway. Because of the local mud baths, it is sometimes impossible to go anywhere. In spring and autumn, the road is flooded with water and it turns into a swamp. The problem could be solved by reconstruction, the site would be raised slightly above ground level, and everything would be fine. But for such a procedure it is necessary to agree on the project and undergo state examination. But there is a difficulty - parts of the land are divided between several owners.

The villagers were determined to correct the situation with the road at any cost, so they themselves were able to agree with everyone except the federal Rosmelioration. Siberians began to turn to higher authorities for help, then the head of the Investigative Committee of Russia,  Alexander Bastrykin, drew attention to the problem . Only after this did the administration of Novosibirsk get off the ground. To reassure themselves and not to be reprimanded, local authorities decided to contribute to solving the problem.


As a result, the administration of the Novosibirsk region delivered seven KamAZ trucks of crushed stone to the problem area. This process was filmed on video for everyone to believe. The only problem is that this was only done for the video. According to local residents, only two KamAZ trucks with crushed stone were brought to the site from the administration, and the rest were paid for by the villagers. The video itself was addressed, apparently, not to local residents or the administration, but to much higher authorities.

The villagers are furious

In fact, everything is not as simple as it might seem. It would seem that the road is destroyed and we need to expect funds for its restoration, but there is a contractor. The chairman of one of the communities in the village must maintain the road regularly, because he is allocated 100 thousand rubles every month for this (village residents say). If the problem has been present for quite a long time and no attempts have been made to eliminate it, then it turns out that money has been accumulating.

Now for some simple math. Seven KamAZ trucks, which can hold a maximum of 20 tons each. That is, a total of 140 tons of crushed stone was required. The cost of one ton ranges from 750 to 1500 rubles. It turns out that the maximum amount that could be paid for all the material is 210 thousand rubles. The question arises: why did the local contractor not have enough funds for seven cars if he is allocated 100 thousand rubles every month? Where did the money go before this if no work was carried out?


When those at the top found out that there was such a problem in the village, the contractor was allowed to spend a month’s budget specifically on repairing this area. And for some reason he only had enough money for two KamAZ trucks. Then residents were forced to collect another 130 thousand rubles and order crushed stone themselves to level the road surface. It turns out that five cars for villagers cost 130 thousand rubles, and two for a contractor - 100 thousand? After all the work, the administration posted a video as a sign that she alone had completed all the work.

Strange numbers

The administration of the Novosibirsk region did not think long and immediately began to make excuses. Officials confirmed that 100 thousand rubles were allocated to solve the problem with the canvas. According to their calculations, this amount should have cost about 46 tons (three KamAZ trucks loaded with crushed stone). It turns out that the order was not even the largest car? If you believe the officials, then one KamAZ, according to their calculations, can bring about 13 tons of crushed stone. And this is a completely different amount. Why 100 thousand rubles? Where do these numbers come from?

The market value of one ton of crushed stone ranges from 750 to 1000 rubles. It turns out that 46 tons cannot cost more than 70 thousand rubles.

The administration decided to get out of it by saying that there was still a video about the work, but who and how much money allocated for it was no longer important. Plus, local authorities reported that they have allocated 500 thousand rubles for filling the road, which they plan to do in the near future. That is, the administration cannot find 100 thousand for crushed stone, but here it’s 500 right away? Oh, and the murky schemes are being worked out here.
