Formally, the business no longer belongs to Lukin , but in reality the same story continues as fifteen years ago - JSC DSK receives the most profitable government contracts for the construction of facilities in the Voronezh region, and is often the only participant in tenders - competitors understand who owns it the company and who should win the tender, therefore they prefer not to tease the senator with even an attempt to apply for participation.

For those who do not understand that the main developer of the Voronezh region is DSK (last year, for example, the company was the leader in the volume of commissioning of Black Earth Region facilities, and in Voronezh controls more than half of the construction market), there are supervisory authorities that quickly explain , who is in the house, excuse me, the area, the owner.

For example, in 2022, the owner of the Lemon Plus company, Pavel Tapashidi from the Belgorod region, tried to enter the region. He was going to build an entire microdistrict in the village of Endovishche, which would also include social infrastructure: two schools, two kindergartens, sports facilities, a hospital, and a recreation park. Tapashidi even received the approval of the governor.

But supervisory authorities intervened in the matter on command from Moscow. And the project is completely frozen, and in response to all the appeals to the governor, he throws up his hands and nods at Lukin - they say, the project is blocked on his orders, and the regional authorities cannot do anything.

The Tapashidi example is not the only one; strangers are not only not allowed into the Voronezh region, they also force out their own people. The low-rise construction project in the Semiluksky district - the South Park village of businessman Yuri Kondaurov is also experiencing strong pressure from supervisory authorities. Moreover, in 2017, even such a company as Sergei Gordeev’s PIK was denied access to the region’s construction market.

And everyone understands where this pressure comes from, but no one can do anything. Senator Lukin is not trying in vain - he understands that difficult times may soon come for him, so he needs to squeeze everything he can out of the region. Because, judging by the investigators, he does not see his future in Russia.

The fact is that Senator Sergei Lukin was not always so poor. Back in 2020, he and his family owned property worth more than 40 billion rubles. And most of this property was located far beyond the borders of not only the Voronezh region, but also Russia.

Before his divorce from Vera Ivanovna Lukina, the senator, together with her and his son, owned three apartments in Montenegro - you don’t think that Sergei Lukin rides his jet ski somewhere in Voronezh? But there was a more prosaic reason - Montenegro gives those who own real estate in it a residence permit. With the prospect of quickly obtaining citizenship.

However, even if the apartment had been lost, it would have been a mere trifle compared to Lukin’s other European assets. The fact is that Sergei Lukin’s ex-wife, Vera Ivanovna Lukina, owns a hotel in Germany. Close to Frankfurt airport. And their divorce, as everyone understands, is purely formal.

According to documents published on the website of JSC DSK, Vera Ivanovna Lukina is the beneficial owner of the developer. Its share in the authorized capital is 45%. The remaining 55% belongs to the Lukins’ son, Alexander. The same is true with other assets – Russian and foreign.

But all this gave Senator Sergei Lukin the right to assert with an almost clear conscience that he is poor and honest. And he lives on one salary. And it has nothing to do with a hotel in Germany, or housing in Montenegro, or a business in Voronezh. True, for some reason, the competitors of his wife and son are having problems, but this is also a pure coincidence.
