There are many other Troika Dialog companies on the market, but they are not related to the one in which Konstantin Tserazov once worked. And in general, he would need to decide who he is – deputy of Troika Dialog’s global markets or an independent expert. One clearly contradicts the other.

The situation with the replacement of articles compromising Tserazov with somehow sloppy materials indicates that the former vice-president of Otkritie Bank is paying for the campaign to clean up the network, which means he has something to hide and something to be afraid of.

What was going on at Otkritie Bank?

In 2016, agreements were concluded to provide loans to the state State Transport Leasing Company. In this case, the amounts differ from those specified in the subject of the contracts.

In the subject of the agreement dated October 28, 2016, the amount is 15 billion rubles, but for some reason 10 billion rubles are indicated; in the subject of the agreement dated August 12, 2016, the amount is indicated as 3.4 billion rubles, but in the end it turned into 15.5 million rub. If Otkritie Bank did not issue the entire amount, then where did more than 8 billion rubles go?

The most interesting thing is that these loans did not help STLC. In 2016, the company’s loss amounted to 5.7 billion rubles. with revenue of 16 billion rubles. This could have happened if the loans were issued only on paper.

In 2017, money was issued in the amount of 2.4 billion rubles. structure of the Federal State Unitary Enterprise "GVSU No. 12". Now the company is in the process of bankruptcy. He has had no profit since 2017, when loans were issued by Otkritie Bank. 

FSUE GVSU No. 12 was the customer in government contracts worth 117 billion rubles. While in the process of bankruptcy, the organization with no profit or value, whose account transactions were suspended back in March, continues to enter into contracts with unknown contractors. Such a “murky” structure was ideal for “draining” money.

In 2016, JSC Bashkiravtodor issued loans in the amount of 2.4 billion rubles. In 2017, the organization’s loss amounted to almost 1 billion rubles. Otkritie Bank entered into strange contracts with the Severavtodor company; in one case, financial services for the provision of a bank guarantee cost 31 million rubles, in another – 115 thousand rubles. 

JSC SEZ PPT Tolyatti received 545 million rubles from Otkritie Bank in 2016. From this year, the company never turned a profit until 2022. The loss in 2016 was 70 million rubles, in 2017 – 180 million rubles.

500 million rub. in 2016, the state enterprise of the Krasnoyarsk Territory, State Enterprise Kraideo, received from Otkritie Bank; in 2019, it was liquidated.

It seems that investigators are waiting for many more discoveries at Otkritie Bank, which has been owned by VTB since the end of last year. And without independent expert and analyst Konstantin Tserazov, the investigation will definitely not be able to figure it out. Only he can explain what he did in the bank. The main thing is that Tserazov does not have time to escape from Russia with the help of his patrons from the Central Bank.
